They did. They moved onto them next. We saw that by the time Kanna was a young woman, they had captured all the benders in the Southern Water Tribe. The most likely reason they kept Hama and the others alive was to delay reincarnation. Then, when they heard that another bender had been born because Hakoda went looking for a master, they came back with the sole purpose of finding the bender, and by that time, someone had made the decision to kill benders instead of capturing them. The only reason they completely wiped out the Air Nomads instead of doing what they did with the Southern Water Tribe is that every Air Nomad is a bender. For some reason, they gave up on the Northern Water Tribe for a while. No clue why, since we saw how easy it was for them to get in.
At least, that was always my interpretation. Katara was potentially the Avatar in the eyes of the Fire Nation, and her mother died because of it, which makes things kind of awkward. I suppose it could have been solely because benders are more dangerous.
That makes sense.
What’s interesting is that it doesn’t seem that the Fire Nation knew about the “swampbenders.” The Avatar could just as easily have been reborn into them, but it seems that they never attacked the swamp.
